This would be a touring centre for national and international performing companies, with music probably the main art form, as well as mounting exhibitions and providing working space for local artists, actors and musicians.
In addition, The Observatory would stage a number of short residential courses in the arts as well as providing a restaurant, a café and conference facilities.
